In tribute to Charles H. Cushman, this award is given in memory of
his outstanding and lasting contribution to the field of public
Human Resource Administration as Director of Personnel for Rhode
Island, as Chairman of the Eastern Region and as President of the
Public Personnel Association. His public and private life
exemplified the finest traditions of public service.
